The top line is GLOBAL HUMANITARIAN AID from ALL sources, this includes military and civilian sources and materials from ALL countries as per UN.
The second line is the US DEPARTMENT OF EDUCATION, ED.GOV which is headed toward the same % standard as most of the other American budgets. (Its likely a downward slope below “Warez Piracy”, the 2009 value is their requested budget)
The third line on the right, extended toward 2010, is the BSA.ORG estimates for “Warez Piracy” for non-entertainment software only.
The next few lines down on the right are the American Budgets for civilian intelligence and counterintelligence, etc, pegged to the same incremental rate as “Warez” estimates.
Thats now well in excess of 5 USD per human head on the planet, aka an educational device provided to each head rather than starving everyone to death, once the IWC/ICC finally do something about the royalist crimes against humanity. A screen with antenna is about 3 usd to produce retail in the commerce system.

The highest value is GLOBAL AID AND RELIEF as per OEDC REAL,

topmost value on far right is “Humanitarian Value of Warez Piracy” as per BSA.org NON-ENTERTAINMENT (no games, media, etc)

others of note, ICRC International Red Cross, US AID (food %), US FARM SUBS, etc.

The motivation for this information is quite clear, even within a finite context of hardware sales and capacity which is a value fixed by the american dept commerce, the American Govt and various other parties has pegged their budgets to the same incremental ratio as the purported “losses” of “Warez Piracy” in the global community.

One should note, a single console license for an average civil engineering program per year is typically more than an average large city’s budget per year for civil planning worldwide. A same average civil engineering software program costs more for a license for single machine per year than the infrastructure budgets of 1/4 of the world’s countries per year.

Overview:

This document discusses the various historical structures of what is now referred to as “Warez”, “Warez Scene” and related information disemination services and their dominant modes of operation. Additional insight is provided into the ramifications of these structures, their controlling entities, and derived political and systemic complications resulting from misled organized influences.

General Introduction:

During the Cold War, long before the advent of stored-media or digital technologies in the western world, various intelligence smuggling factions were notorious for delivering books and printed materials into intellectually hostile regions, such as the Soviet USSR. Now, in this “modern era” where a single console license for a patented civil engineering software application costs more than an entire city’s budget for an entire year, the sponsorship of content disemination by military and “IC” operations to deliver media to impoverished regions and related establishment of services such as “Warez Piracy” have obvious motivations.

Historicly, in the age when Shareware propogated freely and penetrated all boundaries with limited restrictions, quality products were recognised, forwarded, and rewarded with a donation of intellectual or operational assistance, and the freedom of information and intellectual pursuits were unrestricted, no less encouraged. I myself recall the surprising letter a friend recieved from an extremely remote localle, covered in transit and tarriffe stamps, including a short note of thanks, a bill of currency worth a few american cents, and a reference to how helpful the shareware / freeware program was to their community. The bill was worth the proportionate equivalent of 20 USD in their economy, but the stamps and letter packaging was worth 100x the value of the “suggested donation” alone, according to collectors at the time.

The value of intellectual freedom is understood by those who desire such, and the value of any other individual’s freedom is understood as a potential gain for oneself.

The value of restricting access to information and resources is only percieved as desirable by those who desire to explicitly exploit or undermine a society, and obviously serves no gains for the population at large.

As indicated, the value of currency and economic variences between regions mark a distinct inavailability of patented materials and information from western holders. In short, the restrictions on distribution of basic knowledge and its implementation is preventative to its use or disemination in most non-western environments. Even the budget of an American metropolis can not afford the appropriate tools for their job, no less an indivdual small entity or educational venue, and the restrictions on the ability to add or draw in a certain manner due to patant imperialism is debilitating for any entity who desres to facilitate common gain.

Conditions of Operation:

What might be surprising in review, is the significant and notably explicit lack of high technology or competant mechanisms in the “Warez Scene”. In short, except for standard account management for FTP servers (historicly used for upload/download ratio enforcement, not security restriction) and some basic environment control (like using +i modes on IRC channels) there has been absolutely no use, nor need or interest, in the restriction of access by new individuals with high motivation from directly accessing or engaging communication with the critical individuals resposible for the analysis, fixing, and distribution of materiel. When the option of using “auto-distro” scripts on ftp servers was brought up in the mid 1990s with the intent of maximizing available bandwith and efficiency of distribution by automaticly forwarding completed files or packages, the concept wasstricken by the “leaders” of the various “Warez Organizatons”. Why is this? Throughout the 1980s BBS systems called eachother daily to cross populate new releases and mirror each other’s content. In the early 1990s, the American Federal Government aggressively pursued BBS operators and attacked many legitimate content distributors as responsible for user-uploaded content, rather than pursuing enforcement of available filtering mechanisms for a “Service Provider” later to be formalized in the legalities surrounding ISPs. Obviously, to guarantee an individual is responsible for distribution of restricted content, the various authorites mandated that human control over a transfer action be required, thus the need for a mouse or button be actuated by a human to allow easy exploitation by taxing authorities.

It was not until the mid 2000’s that distributed P2P tools re-emerged, but you will note that all are disallowed auto search and transfer mechanisms.

The Critical Situation:

Now, given that the logistic need for infrmation disemination is substantiated and the incoherence of structured restrictions elucidated, one must note the obvious inconsistancy of the current logistic environment globally.

If counter intelligance operations are intent on making sure tools are available to the populus in order to undermine or destabilize organized systems of governance and suppression, there must be some target or intended resolve in the current legal and logistic scenereo.

Is it a fight against corruption? Destabilization and removal of authority? Simple propogation of intellectual materials to individuals and regions (suppressed)? Some other abstract and inconcievable solution based on computed scientific analysis?
